Description of Job

This Correctional Support Trades Supervisor I (CSTS I) is responsible for vehicle maintenance, fuel

management and tanks, generator, electrical and pneumatic cell doors, sliders and gates and other

general maintenance duties at the Buena Vista Correctional Complex (BVCC), a Colorado Department of Corrections (CDOC) prison complex. Primary responsibilities include: ensuring the safety and security of the general public, staff and inmates, ensuring facility fleet vehicles are maintained and fuel availability, ensuring all cell doors and gates are functioning properly and supervising inmate workers. Position promotes the CDOC Mission, Vision and Values while adhering to a high level of integrity and


Safety and Security: position maintains safety and security of facility and work sites; through clear and accurate verbal communication, trains and guides staff and inmates in the proper use of controlled items, keys, tools, equipment and chemicals; enforces security procedures by conducting regular work site searches, strip searches and inmate shakedowns; monitors workplace environment and inmate behavior, paying close attention to changes, inappropriate activity or potential problems; initiates verbal reprimands when required and, if necessary, physically controls inmates through proper application of restraints or "use of force" techniques; monitors, supervises and escorts inmates according to facility policy; conducts shakedowns of work sites; responds to emergency situations such as fights, fires and escapes according to agency policy. Through conscientious observation, clear communications and adherence to agency Administrative Regulations, facility Implementation Adjustments and the Code of Penal Discipline, position promotes a safe and secure environment. Position may be required to work additional hours or shifts in order to maintain security or operational viability.

Supervision: position provides supervision of assigned inmate workers; promotes a high level of performance by setting the work standard according to agency mission, vision and values. Trains and instructs assigned inmates in the repair and maintenance of fleet vehicles and the appropriate use of all relevant tools, equipment and procedures to ensure efficient, safe and effective completion of assigned tasks; stresses safe work practices and the proper use of Personal Protective Equipment (PPE) for self, staff and inmates; exemplifies a professional workforce that embodies honesty, integrity and ethical behavior.

Participates in inmate hiring process in order to ensure appropriate placement on crews and training needs; tracks and calculates inmate hours and pay, creates schedule and assigns tasks, inspects work and performs inmate evaluations and resolves inmate grievances; reduces inmate idleness and creates real life work opportunities to prepare inmates for community reentry. Position may be required to supervise other inmate crews/workers in the absence of assigned supervisor.

Operations: Position operates state owned garage and oversees the facility fleet of automobiles, to include: passenger cars, pickup trucks, heavy duty trucks and heavy construction equipment; trains inmates and performs "hands on" work to diagnose, repair and complete all regularly scheduled manufacturer recommended maintenance; performs oil changes, tire rotation, fueling and repairs of all major equipment systems such as electrical, engine, air conditioning and suspension, as well as regular fluid, filter, bulb and other accessory replacement; may require welding and metal fabrication; tracks mileage and fuel usage and maintains record keeping and reporting for State Fleet Management (SFM). Position repairs, rebuilds, and services the facility's cell doors, grills and gates: motors, switches, tracks and chains.

Position also assists other general maintenance trades with building construction projects throughout the the complex (such as carpentry, drywall, painting, plumbing, electrical, concrete work).

Position operates a variety of vehicles to include heavy equipment (backhoe, bus, and snow plow) and water truck and forklift.

Position works in close proximity to industrial equipment, in varying indoor temperatures and outside during inclement weather.

Tool Room: position manages tool room according to Administrative Regulation (AR) 300-09, Tool Control. Organizes, monitors, documents and supervises tool room for the Maintenance Department; ensures proper labeling, storing and issuing of tools/equipment along with required documentation in "Tool Issue Log" in order to maintain accountability, safety and security; completes regular inventory and maintains a perpetual inventory of tools, equipment and chemicals/hazardous materials, placing orders for additional tools/equipment and chemicals as needed.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

**To meet the minimum qualifications for this announcement, your related experience must be clearly described in the duties of your employment history in your application.

Four (4) years of employment experience performing duties in the following: automotive mechanical repair, welding (metal fabrication), and/or heavy construction equipment repair. Experience must include AT LEAST two (2) years of heavy construction equipment/automotive repair.


Successful completion of a formalized apprenticeship program or degree through an accredited, non- correspondence vocational or trade school that resulted in demonstrated competencies equivalent to those learned through the required experience may substitute for experience on a year for year basis. Required Competencies:

  • Strong work ethic, integrity and dependability;

  • Ability to follow policies to include sound tool control practices;

  • Proficiency in metal fabrication and welding repairs;

  • Willingness and ability to effectively communicate while working with inmates individually and in groups, providing verbal and/or written instructions, monitoring project progress and compliance, in a highly regulated environment with firm deadlines and mandatory reporting and record-keeping regulations;

  • Strong interpersonal skills with the ability to effectively cooperate with other staff and inmates and inspire teamwork;

  • Willingness and ability to train, coach and mentor inmate workers in order to prepare them for community reentry;

  • Ability to effectively respond to emergency situations (such as fights, fires, medical emergencies and escapes);

  • Ability to climb ladders and stairs, work in high, tight and confined spaces; outside during inclement weather and in close proximity to industrial equipment;

  • Ability to read and comprehend the English language;

  • Ability to effectively communicate fluently in English both verbally and in writing;

Preferred Qualifications:

  • Current Commercial Driver's License (CDL);

  • Current Automotive Service Excellence (ASE) Certification;

  • Proficiency in metal fabrication;

  • Heavy Construction Equipment Operator experience;

  • Successfully pass all modules of the Colorado Department of Corrections Basic Training, to include English reading comprehension, relevant competency assessments and written/practical exams in Defensive Tactics;

  • Possess the physical ability to successfully complete Defensive Tactics;

  • Lift arms above head and kick as high as own waist;

  • Stabilize another person to accomplish a controlled take down;

  • Use arms, palms of hands, shins, and feet to deliver blows;

  • Withstand impact (slow speed or with a safety bag) on own body from strikes/blows;

  • Swing a baton in a striking technique;

  • Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic;

  • Get down on one or both knees and up again with multiple repetitions;

  • Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment;

  • Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security;

  • Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury;

  • Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently;

  • Work in situations involving assaultive behavior, physical control of another person and/or restraint situations;

  • Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner;

  • Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders;

  • Communicate by talking, listening and/or signaling people to convey or exchange information, assignments;

  • Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings;

  • Willing and able to travel;

  • Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule;

  • TB (tuberculosis) screening is required of all new employees upon hire.
